BACKGROUND
The City of Madison, serving as the Collaborative Applicant for the Madison/Dane County Continuum of Care (CoC) Homeless Assistance application, submitted a planning project proposal to the U.S. Department of Housing and Urban Development (HUD) in October 2014, as part of HUD’s competitive application process to award FY14 CoC Homeless Assistance grant funds. The activities described in the submitted application included engaging an outside party to provide assistance in the evaluation of current programs serving homeless persons and in the implementation of HUD-mandated activities and system outcomes.

In January 2015, the City of Madison received notice of its HUD CoC Homeless Assistance grant award in the amount of $38,739 (Grant # WI0161L51031400) for the planning project articulated in the City’s successful proposal. The Community Development Division (CDD), through its CDBG unit, proposes to amend the City’s current contract with the Corporation for Supportive Housing, Inc. (CSH) to provide activities in implementing the planning project, including the following:
